Health Insurance Counseling and Advocacy Program, opens a new window (HICAP) of San Mateo County is a volunteer-based organization that provides free, unbiased information about Medicare and insurance products related to Medicare through personalized counseling services and community education.

The Centers for Medicare and Medicaid Services, opens a new window (CMS), Administration for Community Living, opens a new window (ACL), California Department of Aging, opens a new window (CDA), and Area Agency on Aging in San Mateo County, opens a new window (AAA) administer the HICAP program in San Mateo County.

Join us for two upcoming virtual events to learn more. Both presentations offer multiple dates so choose the time that works best for you.

New to Medicare

If you have answered yes to one of the questions above, register for one of the “New to Medicare” presentations sponsored by Health Insurance Counseling and Advocacy Program (HICAP).

A HICAP Community Educator will discuss the following:

    • Part A (inpatient/hospital coverage)
    • Part B (outpatient/medical coverage)
    • Part C (Medicare Advantage Plans)
    • Part D (prescription drug coverage)
  • Medicare Insurance Supplemental Policies (Medigap Plans)
  • Medicare Enrollment Periods

Medicare Open Enrollment

Register for one of the dates at the links below.

Medicare's annual Open Enrollment Period (MOEP) begins on October 15 to December 7, 2020.

This enrollment period is for existing beneficiaries to join or switch their Medicare Advantage Plan or Prescription Drug Plan depending on your current Medicare coverage. If you decide to make a change during the MOEP, your new plan will become effective on January 1, 2021.

A HICAP Community Educator will discuss the following:

  • Brief explanation of Medicare basics
  • Medicare Advantage Plans offered in San Mateo County
  • How to save money on your prescription drugs
  • Things to consider before changing your current coverage
