Health Insurance Counseling and Advocacy Program, opens a new window (HICAP) of San Mateo County is a volunteer-based organization that provides free, unbiased information about Medicare and insurance products related to Medicare through personalized counseling services and community education. The HICAP program is the State Health Insurance Assistance Program (SHIP) in California..

The Centers for Medicare and Medicaid Services, opens a new window (CMS), Administration for Community Living, opens a new window (ACL), California Department of Aging, opens a new window (CDA), and Area Agency on Aging in San Mateo County, opens a new window (AAA) and Self-Help for the Elderly administer the HICAP program in San Mateo County.

Medicare Open Enrollment Period

The Medicare Open Enrollment Period (MOEP) is a designated timeframe for individuals enrolled in Medicare to review their current health coverage - Medicare Advantage Plans (Part C) and Prescription Drug (Part D) for the upcoming year.

During this timeframe, Medicare beneficiaries can change their current Part C and/or Part D coverage by enrolling in a new plan. This timeframe also allows beneficiaries without current coverage outside of Original Medicare (Part A and/or B) to enroll in a stand-alone prescription drug plan or Medicare Advantage plan.
